SSA was commissioned to conduct a citywide survey of disabled access barriers and update the City’s Transition Plan. Tasks included surveying and itemizing over 3000 barriers; sampling of the barriers in rights-of-way and extrapolating for citywide estimates; development of a list of recommended ADA compliance elements to survey at facilities and parks; and reviewing program delivery. The result was a 1600-page Transition Plan that also addressed barrier mitigation and capital budgeting.
